The port was originally developed by the Essar Group as a captive port to serve the Essar Steel (now ArcelorMittal Nippon Steel India, AM/NS India) steel plant at Hazira. The port authority is Hazira Port Private Limited (HPPL), a Shell Energy India subsidiary. HPPL operates the port infrastructure and the LNG import terminal, while non-LNG cargo facilities are operated by Adani Hazira Port Limited (AHPL) under a sub-concession agreement with HPPL. AHPL is a subsidiary of Adani Ports and Special Economic Zone Limited (APSEZ).
The Hazira LNG import terminal, operated by Shell Energy India (a joint venture between Shell Gas B.V. and TotalEnergies Gaz Electricite Holdings France), is one of India's oldest and most established LNG import facilities, operational since April 2005 with an initial investment of approximately USD 700 million (over Rs 3,000 crore). The terminal has an initial capacity of 5 MTPA (Phase 1A), expandable to 10 MTPA. AHPL operates three dry bulk cargo berths, two container jetties and three multipurpose berths in the non-LNG port area at Hazira. The bulk berths accommodate Panamax and Capesize bulk carriers at up to 14 metres draft through the mechanised integrated conveyor system.
